Under former general manager Ted Thompson, the Green Bay Packers often stayed quiet during free agency.  The Packers would focus on keeping their own players, staying away from making a “big splash.”  The exceptions were the signing of Charles Woodson and Julius Peppers in 2009 and 2014 respectively.  Those signing resulted in the Super Bowl in 2010 and a trip to the NFC title game in 2014.  Woodson and Peppers both filled roles that tremendously helped the Packers defense.
