Under former general manager Ted Thompson, the Green Bay Packers often stayed quiet during free agency. The Packers would focus on keeping their own players, staying away from making a “big splash.” The exceptions were the signing of Charles Woodson and Julius Peppers in 2009 and 2014 respectively.
