The rules for the mid-season prospect rankings are that players have to be prospect-eligible, and they have to have not had significant major league time this season. Thus, Taylor Hearn and Joe Palumbo are eligible to be voted on, but not Kyle Bird or Brett Martin. In addition, 2019 draftees are eligible.
