A major highway was shut down in the Bay Area on New Years Eve after heavy rains led to flooding.  Meanwhile, the Midwest and Plains region is under a winter weather watch as storm moves east.  This is the 2nd major weather event since Christmas, when Winter Storm Elliot tore through the US. 

Extreme weather is halting plans for many Americans again this holiday season.
